The aim of the Companion is to provide
a single, and reliable,
point of reference to important rulings
made from the Chair, and Business Committee decisions
taken, during the Northern Ireland Assembly’s first
mandate. The rulings and decisions explain and expand
on Standing Orders, set down conventions and give
guidance for the future
conduct of business.
The Companion contains a preface from the Clerk to the
Assembly and an introduction by the Initial Presiding
Officer and Speaker of the Assembly (1998-2004). It
then provides, in a structured format, comprehensive
coverage of rulings, convention and spontaneous
practice. Entries are set in context and are fully
referenced to either the Northern Ireland Assembly
Official Report (Hansard) or the minutes of
proceedings of the Assembly’s Business Committee. The
Companion also reproduces the Assembly’s Standing
Orders that were current at the time of suspension.

Environmental Crime and the Courts. Sixth report of session 2003-04 report, HCP 126. Great Britain Parliament House of Commons Environmental Audit Committee. 12 May 2004. Environmental crime includes all offences either created by statute or developed under the common law which damage the surroundings we live in, including the air, water and land environment. Such crimes have not been codified or consolidated into a single piece of legislation but are derived from a series of Acts. The Committee's report focuses on concerns about limited prosecutions and inadequate sentencing powers. Findings include criticism of the current sentencing system which is too inflexible and lack the imagination to adequately punish larger companies who continue to cause pollution and flagrantly flout the law. Other conclusions include concern that the general level of fines imposed fail to reflect the gravity of the crime nor establish a sufficient deterrent.
